THE RUSSIAN MODERNIZATION: REFORMS FROM BELOW
Аннотация:В статье рассматривается концепция реформ снизу – на основе вовлечения
в процесс модернизации российской экономики широких масс.
Важнейшим этапом такой демократической модернизации является полноценная реформа местного самоуправления,
которая связана с изменением всей административной вертикали управления экономикой,
с изменением системы мотивации предпринимательской деятельности с реформой налоговой системы.
Annotation:In the article the concept of reforms from below - is considered on the basis
of involving in process of Russian economy modernization the broad masses.
The major stage of such democratic modernization is high-grade reform of local self-management
which is connected to change of all administrative vertical economy management,
with change of motivation system of enterprise activity with tax system reform.

Аннотация:Рассмотрена взаимосвязь рейдерства и коррупции.
Дается анализ коррупционно-рейдерских отношений. Рассматриваются особенности проведения
недружественных поглощений в российских условиях, причины по которым проекты по поглощению
превратились в операции по отъему собственности.
Annotation:The interrelation of raid and corruption is considered.
The analysis corruption - raid relations is given. Features of realization of unfriendly merger
in the Russian conditions are considered, the reasons on which merger projects have turned to
operations on properties deprive.

Annotation:Methods of the bankruptcy prevention are considered in a context of creation of an effective market infrastructure. Arguments of the author followed the statistical analysis of industrial sector of economy.

POLICY of ANTI-RECESSIONARY SUPPORT of SMALL BUSINESS in REGIONS of NORTHWEST FEDERAL DISTRICT
Аннотация:Рассмотрены меры государственной поддержки малого бизнеса в регионах СЗФО в 2009 г. Проанализирована динамика ежеквартальных показателей деятельности малых предприятий СЗФО в 2009 гг. Выполнен расчет и сравнение рейтингов регионов по уровню государственной поддержки субъектов малого предпринимательства (рейтинг «Действия властей») и по показателям динамики развития малых предприятий (рейтинг «Реакция бизнеса»).
Annotation:Measures of the state support of small business in SZFO regions in 2009 are considered. Dynamics of quarterly parameters of small enterprises activity in SZFO in 2009 is analyzed. Calculation and comparison of regions ratings on level of the state support of small business (rating of “Action of authorities”) and on parameters of development dynamics of small enterprises (rating of “Reaction of business”) is executed.

Аннотация:Сформулированы основные принципы и механизмы создания и развития системы управления союзной собственностью. Внимание сконцентрировано на использовании инновационных подходов в этой сфере, стимулирующих модернизацию социально-экономического развития Союзного государства.
Annotation:Basis principles and mechanisms of the Union State Property management system’s creation and development are formulated. The main attention is concentrated onto innovation concept for the general social-economy progress of the Union State.

The SKIF PROGRAMS as the EXAMPLE of the MODERN INTELLECTUAL PROPERTY MANAGEMENT of the ALLIED STATE
Аннотация:Реализация суперкомпьютерных программ СКИФ Союзного государства дала мощный импульс развитию суперкомпьютерных технологий в обеих странах-участниках, что позволило сделать суперкомпьютерные вычисления доступными не только крупным корпорациям и государственным научным учреждениям, но ВУЗам, средним и малым предприятиям.
Annotation:A successful realization of the Russia and Belarus Union State’s project SKIF made a strong impulse to supercomputing in both countries. The scale of positive externalities to a large degree was made of the selected open model of intellectual property management. This made supercomputing available not only to the large corporations and state R&D bodies, but to the small and medium business as well. This resulted in the rise of innovation implementation and their contribution to modernization of Russian and Belarusian economies on the whole.

About PERFECTION of the ESTIMATION METHODS of the REAL ESTATE
Аннотация:Статья посвящена анализу результатов применения доходного и затратного подходов к оценке стоимости объектов недвижимости, которая часто оказывается значительно ниже их реальных рыночных цен. Рассмотрены возможности использования сравнительного подхода к оценке объектов недвижимости, позволяющего получать показатели реального спроса и предложения на рынке, а также в его рамках балльного метода как альтернативы существующих способов оценки.
Annotation:The article is devoted to the analysis of results of application profitable and cost-based approaches to estimation of cost of the real estate objects which frequently appears much below their real market prices. Opportunities of the comparative approach use to an estimation of the real estate objects are considered, allowing to receive parameters of a real supply and demand in the market, and also in its frameworks of a mark method as alternatives of existing ways of an estimation.

Аннотация:Исследованы отдельные вопросы формирования и технического учета вновь создаваемого недвижимого имущества. Рассмотрены особенности порядка формирования недвижимости как объектов управления и налогообложения при их создании, образовании и изменении в переходный период реформы учетно-регистрационной системы.
Annotation:Separate questions of formation and the technical account of again created real estate are investigated. Features about formation of the real estate as objects of management and taxation are considered at their creation, formation and change in a transition period of registration system reform.

Аннотация:Для реализации инвестиционного потенциала российской экономики необходимо обеспечить согласованное и эффективное развитие институтов, регулирующих политические, социальные и экономические аспекты развития страны. Формирование в России институциональной среды, способствующей росту предпринимательской и инвестиционной активности, обеспечит переход к инновационному, социально ориентированному типу развития российской экономики.
Annotation:For realization of investment potential of the Russian economy it is necessary to provide the coordinated and effective development of the institutes regulating political, social and economic aspects of the country development. Formation in Russia the institutional environment promoting growth of enterprise and investment activity will provide transition to innovational, socially focused type of development of the Russian economy.

Annotation:In article the review of institutional, economic and financial problems of fuel-energy complex of Russia is given. Technological updating, creation of the market environment, suppression of displays of exclusive behavior and energy savings - the basic ways of overcoming of the pre-crisis occurrence.
